Verified on 2812, but:

1. Import overwrites existing Hotkeys without warning
a) User should be warned this will replace existing Hotkeys
b) or import should:
I. Ask user to replace all hotkeys
II. append non-set hotkeys
III. keep existing hotkey values/use imported hotkey values

2a. Export doesn't remember last exported folder
2b. Import doesn't use last exported folder

1. I don't think that the warning is needed, because user is aware what he is doing and even after the import the Options dialog can be canceled to revert to the original hotkeys

2a/2b: True, but really a minor issue as I suppose that hotkeys import/export actions won't be used widely, rather on occassion and by some..
