 Rusty, 'Entire Library' doesn't get added at all to the device config for several reasons, see my scrrenshot Collections.JPG.

It must be another (your custom) collection?

This issue isn't occuring with build 1357. I suspect that the issue was caused by 0007551, which has since been resolved.
