Summary0007064: Improve usability of Add/Scan dialog
Description1. Scan on Startup Can't be selected directly in case you do not want constant Monitoring but you want that MM update library on startup.

2. Confusing behavior using following selections: Scan Constantly -> Scan on Startup -> Disable Scan Constantly Scan on startup check is still enabled

3. It shows as Double entry in case folders under <User>\Desktop\ are selected

1. I'm not sure how useful the usecase is.

2. Probably not a big deal either.

3. Confirmed.

4. If few folders are expanded and up/down arrows are used to navigate folders, there's:
 4a. Quite a lot of blinking of Folder monitoring: part - it seems that it's always hidden/re-shown.
 4b. The focused items is kept in the middle of the list - which looks a little odd.

Re 1. Useful in Network Environments where you want to update shared download folder with new stuff others put into but do not want to have constant monitoring.
