Summary	0005296: View and Search toolbar cannot be placed on same row as Navigation Toolbar
Description	The navigation toolbar prevents other toolbars from being placed on the same row. This previously wasn't the case for me, although Petr indicates that it was always the case for him. In any case, the navigation toolbar should allow for the View and Search toolbars to be on the same row (in fact this is supposed to be the default config on a clean install).
