Summary0020459: BT Playback can't be initialized on BT headphones and WASAPI output
DescriptionIn some cases BT Playback can't be initialized on BT headphones and WASAPI output we were not being able to replicate using Direct sound or WAVE OUT.

This looks specific to Bose Headphones and other BT devices that have BT low power state instead of Power off, which as result leave BT device available in list of Playback Sound devices (as seen in Video)

Problem manifest itself with dialog that MM cant init sound format output (Seen in Video after 10th minute)

TEST NOTE UPDATE: If User select BOSE Speaker Stereo instead of default device or BOSE AG then issue do not happen.
Steps To Reproduce1. connect BT headphones -> Play music
2. Press Standby/Disconnect on Headphones
3. Headphones are still listed in playback devices as disconnected
4. resume usage of headphones (power on)
5. Try to play with MM
6. Error shown

NOTE: If user select configure and press OK on Output settings then MM starts playback. In some cases where that do not work first time completely stopping the playback (Stop Button) and then going to output options -> OK make things work.

Reverified 2834 using JBL BT Speaker I had on repair.
