Summary	0019960: Main window is not brought to the front when clicking on a dialog box after switching to another program
Description	If I have opened any dialog box, e.g. Open URL, when I switch to any other program and then click on the same dialog box, only that dialog box is brought to the front, but the main window is still in the background and could be covered with another program. This is not standard Windows behavior. For example, if you open the Options dialog box in File Explorer, switch to another program and then click on that dialog box, the whole File Explorer window will be brought to the front with its dialog box on the top.
