I'm not sure if this really helps, users sometimes want to add (new) individual files to Library and this wouldn't help. I'd say it was already fixed in another issue where d&d to Library from external apps was added.

Not sure I understand why this wouldn't work. Here's how I think it would work:
1) User browsers the my computer node to a particular track
2) User selects the track (or tracks)
3) User presses <Insert> or File | Add/Rescan...
-->The selected tracks are added to the Library (instead of scanning the entire folder and all subfolders).

Problem is that in the description of this bug is that if My Computer/Locations node is selected, the whole folder is scanned (which makes sense in my opinion).

Alternatively, we could do it this way:
 1. Some tracks are selected in tracks lists (e.g. when My Computer subnode is selected), Ins key is pressed, user is asked 'Do you want to add _x_ tracks to Library?'.
 2. If focus is e.g. on the tree, all works as it currently does.

I Agree with Jiri that proposed alternative could be the best way to handle this issue.
Possibly to add same to Context Menu.

I'm not sure I understand what usability issue you're trying to solve. From my perspective my intent was:
-If user chooses a folder in the My Computer node --> show the dialog and pre-select the folder
-If user chooses track(s) in the My Computer node --> don't show the dialog and scan the tracks
-If user chooses any other node or tracks in any other node --> show the scan folders dialog
I'm guessing that you're worried that for the second case, the user might actually want to scan the folders, and he won't be given the opportunity to do so.

To effectively solve that problem, the Add Folders dialog should become 'Add Folders / Tracks' and instead of just showing folders, the dialog should show tracks as well. That way:
-If user chooses a folder in My Computer node --> show the dialog and preselect the folder
-If user chooses tracks in the My Computer node --> show the dialog and preselect the tracks
-If user chooses any other node or tracks in any other node --> show the dialog and allow the user to select folders or tracks

1. OK
2. No Need to open a dialog user has already selected tracks that he wanted to be added to library maybe a confirmation could usefull.
3. same as 2. behavior is different when used in folder/nodes than selecting tracks in track view.

There is another usefull thing.
When User D&D folder and/or track to MM Location Node it would be very usefull tha MM ask User does he wants to add/rescan that(those) Folder(s)/Tracks to Library. It will more closely integrate MM into Windows Interface and familiar UI.
MM Should React like Rusty said.

Add-on: Same behavior could/should be used for CTL+C(For Cut same behavior as Copy), CTRL+V
