Summary	0007647: XP tabs do not touch toolbar
Description	In XP mode, MM's tabs will not reach the bottom of the tab background area (to touch the toolbar). This isn't noticed in some skins (Pulse, Glided) because of a workaround using the tab background bitmap, but it's silly to have to use a workaround like this when the tabs can just be moved down.
