Summary0003625: Update to newest codecs for 3.1
DescriptionFLAC: 1.2.1b (adds support for riff/aif/bsw tags--do we want to be able to read these?)
Note that flac site only shows 1.2.1 whereas Hydrogen Audio discusses a fix to replay gain in 1.2.1b update. Do we have the update?

It seems that we already have everything as needed:

FLAC: We have 1.2.1 library for encoding/decoding, I'm not sure about 1.2.1b, but 1.2.1 is the latest source available.
FLAG tagging: We could try to implement some other tagging standards, but I'm not sure whether it's really needed, we already support the standard FLAC format plus some specific formats, so adding anything more would probably only cause mess.

OGG: We use the latest official library sources. We could support some of the optimized branches, but since they are all betas, I'd rather leave it for our users. We could for example release source of our encoding plug-in, so that anyone could compile with any version of library and make available to other users (and we wouldn't have to support it).

LAME: 3.98.2 is that latest source code released, they probably don't have their web properly updated, it still shows 3.98.1.
