It is same error as in case of [Ticket # 12539] several months ago where user resolved it this way: "Used the AMD Cleanup Utility to completely remove the Radeon drivers, then reinstalled the latest drivers. That removed the Display Adaptor device error. I installed the latest beta MM as a normal desktop install, and the search now returns the correct results for my artwork search. "

Peke resolved it via remote session, according to Peke he done following:

1. Cleaned his PC from Junk
2. Installed new nVidia Driver (Factory Reset)
3. Installed all outdated Drivers, MS Visual C++ Libraries, Windows patches
4. Reinstalled MM 3201 Debug

All started working after that, like you pointed regarding fix in [Ticket # 12539], but in this case it was nVidia that created issues, which points on Chromium settings MM uses, that conflicts on partially or corrupted system drivers.

Note: I don't know how common it is , basically the issue is that artwork search in external Chromium window does not work because of the GPU driver..
Maybe disabling HW acceleration in the external window could help or something like this?
But hard to test now when the issue is already resolved by re-installing the driver, so let's re-open when there is another issue with similar issue..
