Summary0021242: Capacity indicator should appear even if USB sync was never attempted
DescriptionThe working assumption for Wi-Fi sync should be that users have _not_ initiated a USB sync prior to Wi-Fi sync.

However, as described at 0021203:0077001, the sync capacity indicator isn't shown unless a USB sync has been initiated. There shouldn't be a requirement for USB sync for this (or any other functionality).

i.e. MMW needs info about capacity and free space..
e.g. in 'SettingsUpload' XML elements like:

Capacity is now shown on profile creation even if WiFi Sync is initiator for profile creation.
