Summary	0019961: Dialog box covered by menu list when clicked on the gear icon of some menu commands
Description	If you click on the gear icon of e.g. View / Skin / Material Design or View / Mode / Desktop, the Options dialog box will be opened but the menu will be still on the top. That menu will be on the top even if you switch to another program. The View / Toolbar or Play / Play to / Internal player gear icons don't have this problem.
