Summary	0017756: Upgrade libmatroska and libebml sources in f_mkv tagging plugin
Description	Libraries we use for reading tags from MKV are obsolete, we should upgrade to libebml-1.4.2 and libmatroska-1.6.3.

michal 2021-04-14 10:46 developer ~0062813	Fixed in build 2400. Upgraded to libebml-1.4.2 and libmatroska-1.6.3. We also had to change compiler to be able to compile new sources, plugin now needs MSVC2017.
