Summary	0012771: Add Material design - Polymer based skin
Description	The idea is to try to unite our UI among platforms using Material design from Android. Since Polymer library ( https://www.polymer-project.org) is constantly updated by Google with the latest related code, it could be a good base for this project (instead of a simple Material design-like skin).
