Summary0009094: UAC elevation doesn't work on Windows 7 x64 system
DescriptionUser reported MM always asking UAC elevation on Windows 7 x64 system when when nothing was changed. Based on internal testing, it's caused somehow by elevation COM object.
Steps To ReproduceSimilar to 0008943:
1 Remove all instances of MM / previous configurations
2 Login to account with admin privileges, and install MM
3 Switch to user with Standard account privileges and run MM
--> elevation prompt
4 Close/Restart MM
5 Make a config change that requires restart/elevation e.g. Switch Languages (Tools > Options > General)
6 Close/Restart MM
--> elevation prompt
7 Close/Restart MM
--> elevation prompt

Step 7 will occur ad infinitum

Added repro steps. Basically just do an operation in a non admin account that depends on elevation.

Related findings: Upon installing MM as standard user the bug also occurs. e.g.

1 Remove all instances of MM / previous configurations
2 Login to account with standard privileges, and install MM and run from installer
--> elevation prompt
3 Go through startup wizard and scan drives
--> elevation prompt at last step
4 Close/Restart MM
--> elevation prompt on restart and MM prompts the user through the startup wizard _again_!! i.e. even though MM appeared to run elevated at step 3, none of the configuration changes were actually saved.

Still happening under rusty steps and I was being able to replicate using your steps where I would Add steps
2.1 Do not start MM just finish installation
3.1 Cancel MM First start wizard

NOTE Step 2.2: Do not logoff from Admin user but that should not make any change even if you logoff

Observation: As soon as I disabled associate Filenames on startup continuing Elevation prompt stops

I guess that the best solution would be to Disable all Admin/elevate functions when MM is run as standard user and correct defaults to ensure that no elevated prompt would happen on startup.
