Summary	0013866: New WMA encoder, used from Win10 build 1607, does not support 2-pass encoding
Description	We should add 2-pass encoding to the new WMA encoder. It has only very basic description in MSDN and no sample code at all, so probably quite hard to guess correct implementation, but it should be doable in MF framework too.
