I cannot reproduce, here is what I did:

1. Removed AppData\Local\MediaMonkey folder
2. Removed AppData\Roaming\MediaMonkey folder
3. Installed 4.0.2.1462 and unchecked 'Launch MediaMonkey'
4. Started MediaMonkey.exe from the install folder
=> the 'Welcome to MediaMonkey' wizard appears as expected.

I think this was just test error in your case when MediaMonkey.ini was copied from MM3 location (AppData\Local\MediaMonkey), can you confirm? Or maybe a global MediaMonkey.ini still exists in your case?

This was experienced on a machine that never had MediaMonkey installed.

Strange, I have just tried it on a clean WIndows 7 machine on which MediMonkey has never been installed before and the Wizard was there.

I believe it was just a test error. If not then please try to replicate it on that machine by using these steps:

1. Completely uninstall MediaMonkey from the machine
2. Be sure that AppData\Local\MediaMonkey and AppData\Roaming\MediaMonkey don't exist
3. Install 4.0.2.1462, but don't launch it
4. Send me AppData\Roaming\MediaMonkey\MediaMonkey.ini
5. Launch MM and be sure that the Wizard doesn't appear to confirm the issue
